14. Katsina — KASEDA/NATA Mechanic Apprenticeship Programme

This is another very specific programme.

In January 2026, the Katsina State Executive Council approved the procurement of starter packs for 1,169 graduating apprentices under the KASEDA/NATA Mechanic Apprenticeship Programme to promote skills acquisition, youth empowerment and self-reliance.

15. Kebbi — Skills Acquisition Programme for Women

Kebbi’s official 2024 Citizens Budget identifies “Provision Seeds Capital for 1000 Women on Skills Acquisition Programme”, with funding allocated to the programme.

Official Kebbi budget documents also identify youth empowerment involving skills-acquisition training and financial support, as well as rehabilitation of skills-acquisition centres.

16. Kogi — Youth Skills Acquisition and Empowerment Programme

In July 2026, the Kogi State Government reported the commencement of a Youth Skills Acquisition and Empowerment Programme at the Kogi Enterprise Development Agency (KEDA) Enterprise Development Hub in Okene.

The programme provides technical and vocational training, stipends during training and startup kits after successful completion. Important: this particular programme is a partnership between Kogi State Government and the Federal Government through IDEAS-TVET, so I would label it a state-federal partnership, not a purely state-funded programme.

17. Niger — Skills Acquisition in Secondary Schools

Niger State Government announced the introduction of skills acquisition in junior and secondary schools, with Fridays designated as a skills-acquisition day.

The initiative is designed to give students practical skills alongside academic education.

18. Ondo — State Skills Acquisition Programme

Ondo State’s Social Protection Law formally provides for a Skills Acquisition Programme and Public Work Volunteer Scheme.

The law states that the programme is to contribute to skills acquisition, with the State Ministry of Adult and Vocational Education identified as the implementing agency. Beneficiaries are Ondo residents aged 18–35.

The same state framework identifies Special Transformative Artisan Repositioning Scheme (STARS) among its empowerment/microcredit programmes.

19. Oyo — Skills Acquisition Programmes

Oyo State’s Agency for Adult and Non-Formal Education (AANFE) officially operates Skills Acquisition Programmes as part of its mandate.

The programme is designed around literacy and economic empowerment, while the state also has a Department of Women Literacy and Skill Acquisition responsible for vocational skills delivery.

Oyo’s Agency for Youth Development also has a mandate to empower youths through skills acquisition and provision of equipment for self-reliance.

20. Rivers — Vocational/Technical Skills Acquisition and Empowerment Programme

Rivers State budget documents identify a Vocational/Technical Skills Acquisition and Empowerment Programme for Youths.

The state also identifies a Vocational/Technical Skills Acquisition and Provision of Starter Pack for Young Girls programme.

21. Sokoto — 10,000 Youth Digital and Technical Skills Training Programme

Sokoto State’s government identifies a “10,000 Youth Digital and Technical Skills Training Program” as a state-led initiative.

The government says the programme is designed to equip young people with essential digital and technical competencies. A related 2025 pilot trained young people in agency banking, digital business operations, digital marketing and other skills.

The state also has a Ministry for Skills Acquisition and Entrepreneurship Development, established to equip youths with practical skills.

22. Yobe — Skills Acquisition Programme

Yobe’s official government classification includes both:

  • Skills Acquisition Programme
  • Skills Acquisition Programme for Persons with Disabilities
  • Youth Vocational Training

These appear in the state’s official public-finance classification.
